Ban state-owned clubs

Saudi Arabia’s Public Investment Fund bought Newcastle in October 2021. Qatar has owned PSG since 2011 through QSI, with PSG president Nasser Al-Khelaifi sitting on UEFA’s executive committee. Manchester City has been owned by Abu Dhabi’s Sheikh Mansour since 2008. The Premier League has yet to introduce an owners’ test that bars human-rights abusers.
